Requirements for Type-C FIBCs according IEC 61340-4-4:2018


FIBCs:   Type-C FIBCs shall have a derivation resistance to earth bonding points of less than 1.0 x 108 Ω and shall be constructed from fabrics having a breakdown voltage of less than 6000 V.
Liners:   There are 2 types of liners suitable for Type-C FIBCs:
  Type L1/L1C: The surface resistivity and the derivation resisitance to earth bonding points of at least one surface of single layer liners (L1) or of any conductive layer of multi layer liners (L1C) shall be less than 1.0 x 108 Ω. The surface resistivity of the other surface can be less than 1.0 x 1012 Ω (no measurements of a breakdown voltage required).
    If one surface has higher surface resistivity than 1.0 x 1012 Ω then in addition, a breakdown voltage of less than 4000 V is required.
  Type L2: The surface resistivity of both surfaces shall be between 1.0 x 109 Ω and 1.0 x 1012 Ω (no measurements of a breakdown voltage required).
    If the surface resistivity of one surface is between 1.0 x 109 Ω and 1.0 x 1012 Ω and of the other surface higher than 1.0 x 1012 Ω then in addition, a breakdown voltage of less than 4000 V is required.
Labels / Pockets:  Type-C labels greater than 100 cm² in area and document pockets shall be made from materials with surface resisitivity of less than 1.0 x 108 Ω (in addition such a material shall have a derivation resisitance to the earth bonding points of less than 1.0 x 108 Ω)
or
the surface resistivity shall be between 1.0 x 109 Ω and 1.0 x 1012 Ω (such a material does not need to be earthed).

Important hint:

This yellow label as well as SWL-labels and document pockets may cause hazards if they are not meeting the electrostatic requirements mentioned above. Therefore the FIBC samples for testing must be equipped with suitable labels and document pockets, otherwise certification is not possible.
